The root of the conflict traces back to a stringent legal push by the Ministry of Environment to curb unauthorized construction and preserve the ecological integrity of the Bjeshkët e Nemuna (Accursed Mountains) National Park territory.

While environmental groups have praised the government’s strict moratorium on heavy equipment and concrete transit to protect the delicate alpine ecosystem, local landowners and businesses argue that the blanket ban is an overreach. They contend that the policy aggressively violates their property rights, paralyzes family-owned tourism investments, and freezes legitimate, pre-approved residential renovations.

Prominent local coordinator and lead organizer Idriz Kurtbogaj issued an explicit directive to all participants ahead of the march, emphasizing that the focus must remain strictly on institutional accountability.

“We urge every participant to conduct themselves in an entirely peaceful, lawful, and dignified manner,” Kurtbogaj stated. “Our objective is single-minded: to project a powerful, united message to the ministry and secure a fair compromise that protects the socioeconomic survival and legal rights of the people of Rugova.”
