Kosovo Seeks Permanent Donor Coordination Platform; Ministry Warns Investing in Youth Is Imperative Amid Decreasing Regional Funds

The Ministry of Sports and Youth, in close coordination with the local Regional Youth Cooperation Office (RYCO) and the German Development Agency (GIZ), hosted a high-level summit titled “Youth in Focus: High-Level Meeting for Donor Coordination in Kosovo.”

The convention gathered senior state officials, civil society activists, and international stakeholders to address a critical drop in regional donor funding by structuring a permanent mechanism to harmonize long-term strategic investments for Kosovo’s youth.

The Strategic Edge: Maximizing Europe’s Youngest Demographic

Opening the summit, Minister of Sports and Youth Blerim Gashani emphasized that young people represent the primary development driver for the country. To avoid overlapping projects and protect resource efficiency, Gashani formally proposed transforming the summit into a permanent annual donor coordination platform.

Gashani explained that clear oversight is no longer optional due to changing financial conditions across the Western Balkans:

“Kosovo has the youngest population in Europe. For us, this is not just a demographic characteristic; it is a strategic advantage and a massive responsibility. At a time when we are witnessing a reduction in funds and a shrinking presence of several donors in the region, it becomes absolutely imperative that existing resources are used strategically, in a coordinated manner, and with maximum impact. Kosovo is not merely asking for financial aid; it seeks long-term partnerships.”

To anchor this transformation, Gashani announced that the newly consolidating ministry is actively developing an interactive online donor matrix platform. Integrated directly into the ministry’s upcoming official website, the database will publish real-time capital distributions, ensuring total transparency while helping international organizations identify unaddressed funding gaps.

Representing the European Union Office in Kosovo, Olivier Boudart, Team Leader for Civil Society, Media, Youth, and Culture, reinforced the absolute necessity of institutional alignment in light of shrinking operational budgets across the region.

Boudart highlighted a severe socio-economic vulnerability within the domestic landscape, warning that one in three young people in Kosovo are currently classified as NEET (Not in Employment, Education, or Training).

To counter this, the EU is pushing for the rapid deployment of the Youth Guarantee scheme. The structural policy mandates that every young citizen receives a high-quality, concrete offer for employment, a professional apprenticeship, or continuing education within a strict timeframe after leaving formal schooling.

The Youth Perspective: The Theoretical Gap and the Brain Drain Risk

Ismet Krasniqi, Kosovo’s youth representative on the RYCO Governing Board, delivered a data-driven presentation detailing municipal consultations with young citizens. Krasniqi highlighted an overwhelming systemic mismatch, stating that the transition from academia to the actual labor market remains unnecessarily punitive.

The summit concluded with all international delegations pledging to align their localized educational, peace-building, and digital entrepreneurship programs directly with Kosovo’s overarching 2024–2032 State Youth Strategy.
