The Democratic Party of Kosovo (PDK) has formally requested that Avni Dehari, who is presiding over Kosovo’s constitutive parliamentary session as the oldest elected deputy, convene the continuation of the session on Wednesday, August 12, 2026.
In an official request submitted on Tuesday, PDK’s Parliamentary Group argued that the failure to constitute the Assembly within the prescribed deadline has created a serious constitutional situation.
However, the party said that the expiry of the deadline does not eliminate the obligation to complete the constitution of the Assembly.
“Regardless of the expiration of the deadline, the obligation to complete the constitutive process remains and must be fulfilled without further delay,” PDK said.
The party called for the continuation of the constitutive session to be convened immediately, arguing that elected MPs must be given the opportunity to exercise the mandate entrusted to them by voters.
PDK also announced that its parliamentary group will be present in the Assembly chamber at 11:00 on August 12, regardless of whether Dehari formally convenes the session.
The party said the timing would also mark the expiration of a second 48-hour period for continuing the session under the Assembly’s rules of procedure.
PDK called on all other parliamentary groups and elected MPs to attend the Assembly on Wednesday, saying their presence would demonstrate political readiness and a commitment to fulfilling the mandate entrusted to them by Kosovo’s voters.
The dispute over the constitution of the Assembly comes amid a prolonged institutional deadlock in Kosovo, with political parties under growing pressure to complete the parliamentary process and enable the formation of functioning state institutions.
