The UK Ambassador to Kosovo, Jonathan Hargreaves, stated on Tuesday that the Kosovo Assembly has not yet been constituted, emphasizing the urgent need to take the next steps in line with the country’s Constitution.
His remarks came after a meeting with President Vjosa Osmani, where both sides discussed the importance of institutional stability and democratic processes.
“It was a pleasure to meet President Osmani today. We discussed our close partnership and emphasized the urgent need for next steps in forming the Assembly, in line with Kosovo’s Constitution,” Hargreaves wrote.
Local Elections and Inclusivity
The British ambassador also underlined expectations for the upcoming local elections, stressing that they must reflect the voices and aspirations of all communities in Kosovo and demonstrate the country’s commitment to a multiethnic democracy.
Osmani’s Response
The Presidency later confirmed that President Osmani reaffirmed her commitment to act fully in accordance with the Constitution and existing laws:
“As always, the President will act in full compliance with the Constitution and laws in force, ensuring institutional stability and respect for the will of Kosovo’s citizens,” the statement read.
Dispute Over Assembly Status
Despite the failure to elect a Serb deputy speaker, Speaker Dimal Basha closed the constitutive session on Saturday, declaring the Assembly constituted. However, President Osmani informed Basha that her legal team is still analyzing the process to determine its constitutional validity.
This ongoing dispute highlights the fragile balance between procedural legality and political consensus in Kosovo’s institutional framework.
