Recent changes in U.S. defense strategy are reshaping the American military presence across the European continent. With the decision to withdraw 5,000 troops from Germany, personnel levels are returning to figures seen before Russia’s invasion of Ukraine in 2022.

Distribution of troops by country

Germany remains the central hub of U.S. forces in Europe and the second-largest globally after Japan. However, other countries such as Italy and the United Kingdom also host a significant military presence.

Why are U.S. troops in Europe?

Their presence is not merely a legacy of the Cold War, but a functional tool for addressing modern crises. Following February 2022, President Joe Biden deployed an additional 7,000 troops to Germany as a deterrent force after Russia’s aggression in Ukraine.

European bases also serve as transit and support points for U.S. operations in hotspots across the Middle East and Africa. The presence of long-range defense units provides missile protection for NATO allies.

Recent challenges and base diplomacy

The situation in Spain illustrates potential political tensions. President Donald Trump has threatened to withdraw 4,000 troops after Madrid refused the use of its bases for operations against Iran. This development highlights how military presence is closely tied to political alignment on strategic objectives.

“U.S. presence in Germany peaked during the Cold War with around 250,000 troops, whereas today the strategy is shifting toward a smaller but more technologically advanced force,” defense experts note.
