The Special Prosecution of Kosovo (PSRK) has filed an indictment against six individuals accused of participating in the barricades that blocked roads across northern Kosovo in 2022 and allegedly obstructed Kosovo institutions from exercising constitutional authority in the region.
According to information obtained from the case file, those indicted are Dušan Maksimović, Miloš Radosavljević, Nemanja Jolović, Dušan Drobac, Srđan Vučinić, and Nenad Orlović.
The 71-page indictment contains a substantial body of evidence, including communications between the accused regarding developments in northern Kosovo during the barricade crisis, as well as photographic material used by prosecutors to identify individuals allegedly involved in the operation.
The defendants are charged with association for unconstitutional activities aimed at attacking the constitutional order of the Republic of Kosovo and obstructing officials in the performance of their official duties.
Among the material evidence presented by prosecutors are photographs allegedly showing Nenad Orlović participating in barricade-related activities. According to the indictment, images taken on the critical days of the crisis show Orlović, marked by a red circle in the evidence file, alongside an unidentified individual near the Bosniak Mahalla intersection close to the Technical School. Prosecutors allege the pair were involved in starting trucks and moving them from barricade positions.
Additional photographs included in the case file allegedly show Orlović near heavy machinery that prosecutors say was used to remove or reposition barricade equipment. The evidence is referenced in photographs numbered 21, 22, 23, and 24 of the prosecution’s file.
The road blockades followed the arrest of former Kosovo Police officer Dejan Pantić, who was suspected of organizing attacks against the Municipal Election Commission offices in North Mitrovica, where Central Election Commission officials and Kosovo Police officers were targeted.
Pantić was later convicted by the Basic Court in Pristina on July 28, 2025. The court reclassified the charges from terrorism-related offenses to participation in a crowd committing criminal offenses and hooliganism, sentencing him to two years in prison.
The indictment also contains screenshots of communications allegedly involving Orlović and a contact identified as “Beli NIS,” discussing developments in Zvečan on January 6, 2023.
Another photograph, identified as Photo No. 12 and dated December 28, 2022, allegedly shows Orlović in the village of Rudare, Zvečan municipality, near barricades where prosecutors claim he was involved in moving trucks positioned on the roads.
Prosecutors also identified Dušan Maksimović in several photographs allegedly taken during the barricade protests. One image presented as evidence shows Maksimović standing among protesters observing events on the ground. Prosecutors highlighted him with a red circle to identify him in the crowd.
Maksimović is also known as one of the individuals convicted in the first-instance verdict related to the Banjska terrorist attack case, where he received a 30-year prison sentence.
In addition to photographs identifying suspects, prosecutors recovered various images from the defendants’ mobile phones. According to the indictment, these photographs provide insight into preparations allegedly undertaken by groups involved in the barricades.
Among the evidence are photographs labeled 9 and 10, which show a man wearing a yellow jacket working in a trench. Prosecutors claim the images depict the construction of improvised fighting positions or defensive fortifications in northern Kosovo.
The photographs were reportedly extracted from the mobile phone of defendant Dušan Maksimović and are included as part of the prosecution’s evidence supporting the case.
The proceedings remain ongoing, and all defendants are presumed innocent unless proven guilty by a final court decision.
