Lawmakers from Kosovo’s Democratic Party of Kosovo (PDK) again blocked access to the government building on Friday morning, escalating pressure over the continued failure to constitute the Kosovo Assembly.
PDK deputies gathered outside the government headquarters, saying members of the Alliance for the Future of Kosovo (AAK) were expected to join them. The parties have called for the constitutive session of the Assembly to resume at 11:00.
Both PDK and AAK have urged Assembly session chair Avni Dehari to convene the session, arguing that the constitutional process must continue.
PDK published a video from outside the Assembly and reiterated its demand that Dehari immediately schedule the continuation of the constitutive session.
The party argued that Dehari’s role as the oldest member chairing the constitutive session is constitutionally defined and limited, and that he is obliged to facilitate the continuation of proceedings until the Assembly is constituted.
“Your responsibility is to enable the development and continuation of the session until the constitution of the Assembly. It is not within your competence to decide, based on political assessments or considerations, whether and when the process of constituting the Assembly should continue,” PDK said in its request.
PDK lawmaker Arian Tahiri accused caretaker Prime Minister Albin Kurti and his Vetëvendosje party of obstructing the constitution of the Assembly.
“Albin Kurti cannot make the Assembly dysfunctional with the aim of blackmailing political entities or through elections, but beyond that, he is attempting to impose an authoritarian approach that is extremely harmful to the country,” Tahiri said.
Tahiri also called on Dehari to convene the constitutive session every 48 hours, in accordance with the applicable legislation and the Assembly’s Rules of Procedure.
He said PDK had sent its request to all political parties represented in the Kosovo Assembly, asking them to attend the session at 11:00.
“PDK will be present, the Alliance has responded positively. We are now waiting for the other political entities to respond, because it is the constitutional and moral obligation of each of us to be present in the session and make the Assembly functional,” Tahiri said.
Meanwhile, AAK lawmaker Besnik Tahiri confirmed that he had also submitted a request to Avni Dehari for a meeting aimed at preparing for the resumption of the Assembly session.
The dispute comes amid the prolonged political deadlock over the constitution of Kosovo’s new legislature, with opposition parties increasingly pressuring the session chair to resume proceedings.
